A triple helix connected to decision making bodies
The consortium is composed of full and associated partners, gathered in the "Task Force", ensuring liaison with international, European and national bodies in charge of policies and régulations.

France: The Chamber of Commerce of Brest / West Brittany, port operator, Lead partner, is supported by Brittany region (port owner), French ministry of transport and sustainable development, CEDRE (oil pollution) and other expertise centers. Brest CCIMBO is engaged in EU and national policy (with the European Commission, European Sea Port Organisation, Union of French ports), projects and clusters. Brest CCI provides its oil PR facility to test advanced solutions for hydrocarbons.
Spain:
- Gijon Port Authority and PARUVI (oil PRF operator.) will work in couple to implement the project in Gijon/Spain, with Spanish authorities, scientists (the university of Ovedio).
- Gran Canarias: the university (ULPGC) and the port authority (APLP): work together on marine pollution in port areas and in Canarias, with PLOCAN (cluster) and Public Authorities.
- Sevilla Port.Authority: takes in charge the implementation of the project in Andalusia and the special case of backish water.
Portugal:
- Action Modulers: develops advanced port solutions epecially for environmental matters.
- Eco-Oil: owner of an advanced plant in Setubal for reception and treatment of oiled & chemical effluents
- The ports of Madeira, Setubal, Lisbon, Porto, Acores, Sines,
- National Authorities (DGPM, DGRM),
- Forum Oceano (maritime cluster)

MSE (cluster) will mobilize EU clusters and industry regarding BW and oil treatment systems
Mersey Maritime (MM): used to work with public bodies (LEP) and with research/industry, including ports in Liverpool to deliver advanced solutions for Liverpool "Super Port"
- Liverpool university (LJMU): will offer its know-how and capacities in the elaboration of business strategy in relation with and linked to sustainable development issues.
